[2.8] Why isn't it a newsgroup?

Direct-L isn't a newsgroup because it started life as a mailing list and everyone seems pretty happy with it that way. There doesn't seem to be significant opposition to creating a newsgroup in addition to the list, but so far no-one's actually felt the need to go through the process of doing so.
